The Originator is the organization from which the document originated, but not necessarily the author of the Authority Document.
For example, the "authors" of the Sarbanes Oxley Act are Sen. Sarbanes and Rep. Oxley. However, the bill itself originated in the US Senate, so you would enter "US Senate" as the originator.
New Originators
For all Bills, Acts, Regulations, and Statutes the Originator will be the legislative body or equivalent of the country.

Perform an Internet search to find what the name of the Country, Province, or Territory's legislative body is.

Multiple name variations
When you see the name of an Originator written multiple ways on their website, go to the 'about us' section (or equivalent) of the Originator's website or look at the copy right. Use what is written in either of those spots.
