Imports and Empty Control Titles
Empty Control titles occur in some GRC tools when Stub or Informational Citations are present in your AD List.
Stubs and Informational Citations contain no mandates and, therefore, do not map to a Control. They exist to help define the hierarchy of Citations.
Citations mapped to Control ID 0 are treated the same as Citations with a null control.
