This occurs when the preceding Citation is a stub, or you need to add additional information to flesh out what the Authority Document is trying to say (but didn't). As an example, the following Citation (4.3.2 a)) has preceding information (The organization shall) that should be added to it:
4.3.2 Scope of the BCMS
The organization shall
a) establish the parts of the organization to be included in the BCMS,
b) etc.
You don't have to literally add the same text as the stub that preceded the citation
Look at the original material below. Section 1.1 contains the additional guidance that section 1.1.1 needs for mapping. However, you don't have to add it exactly the same.

Sometimes you can skip the text altogether
In the material below, section 5.2, the stub is "the organization shall". That's completely unnecessary to add to the "additional guidance" field as it does nothing for the mapping of the Citation.
